• 3/16/05 Report from LFR to DTSC: Describing the experimental 20' high, 1,830'long, 2'wide, "Biologically Active Permeable Barrier" (BAPB) concept, design and groundwater monitoring; maps, charts and tables; original 9/26/02 design study (12,786kb). The BAPB was installed to reduce metal concentrations and raise pH levels in shallow groundwater flowing toward the SF Bay at about 18 feet per year. The BAPD backfill is made of "leafy compost" and "manure-free grubbing vegetation."... "As groundwater passes through the BAPD, the overall ionic composition changes, going from calcium-sodium-sulfate water to a calcium-sodium-bicarbonate-chloride water." Arsenic, copper, lead, nickel, zinc and VOCs continue to flow through the BAPB into the marsh. Test results seem to indicate the BAPD effectiveness might be seasonal. In general, water passing through the BAPB has pH levels more neutralized and some metal concentrations are reduced. The long-term effectiveness of the BAPB is unknown, currently estimated at 10 to 15 years.

March-April, 2005 - "Clean" soil stockpile, ignored for more than two years after previous cleanup activity, analyzed and found copper and lead at California Regulated Hazardous Waste levels and other chemicals at high to very high levels including DDD, DDE and DDT, Arsenic, Barium, Selenium, Vanadium and Zinc (CSV hired LFR to collect soil samples. C&T analyzed them):

• 3/29/05 Letter from LFR to CSV outlining procedure for "covered stockpile" sampling and summarizing results of Hazardous Waste level readings for copper and lead; Curtis & Tompkins Lab analysis reports. Some Curtis & Tompkins Lab reports show sample dates for pesticides, copper and lead of 3/1/05 and 3/7/05 which do not match the Chain of Custody form stating all samples were collected on 3/8/05. • 3/29/05 CIP (CSV) to DTSC: Letter saying they plan to stockpile "clean soil" in preparation for more cleanup work starting 9/1/05; aerial photo showing "traffic access plan" (1,114kb)
• 4/6/05 DTSC to CIP (CSV): Letter saying "soil management and dust control measures" described in "work plan" need to be modified to include stricter dust control before hauling in and stockpiling "clean soil" and before hauling out stockpiled "Hazardous Waste soils" (69kb)
• 4/7/05 DTSC to CIP (CSV): Letter approving removal of tarped stockpile after CSV, Zeneca and Bayer confirmed part of the stockpile is Hazardous Waste and part is non-hazardous waste (45kb)
• 4/7/05 CSV to DTSC: Letter attached to email saying the "tarped stockpile" will be split for disposal into "California Regulated Hazardous Waste" and "nonhazardous waste"; plus map showing where the stockpile is split and tables showing chemical sample results" (1,147kb)
